Abstract
In this study, we analyze the data disclosure quality of public procurement authorities concerning public tenders in 112 countries based on an empirical survey from 2018 conducted by the Corruption Research Center Budapest. We examine how data disclosure practices are linked to the level of and changes in government effectiveness in a given country. For this purpose, we use an index which measures the quality of data disclosure (Index of Data Availability, IDA), and two indicators from the Transparency International (TI CPI) and the World Bank (Control of Corruption and Government Effectiveness). The results demonstrate that more complete and more easily accessible information on a public tender, as an element of institutional reform, is linked to the improvement of government efficiency. The institutional reforms improve the ability of a government to control corruption in a more effective way and increase government efficiency. The results also point out that it is possible to measure and analyze the quality of institutions based on hard data, i.e., based on objective indicators.
